In 1999, Glasgow City Council agreed to take up to 10,000 asylum seekers as part of the UK's dispersal programme. The Gallery of Modern Art (GoMA) was given the challenge of developing programmes to deliver services for asylum seekers and encouraging integration with existing Glaswegian communities.
