Frank E. Smitha was born in 1933. After military service from 1951 to 1954 he attended junior college, traveled and worked. In 1963-64 he studied sociology at UCLA. From 1966 to 1973 he studied history independently while employed part-time by the University of California, Berkeley. In 1977, Smitha graduated with honors and a BA degree in history from California State University, Hayward.
