Basing his argument on interviews with policymakers, business and union leaders, and Spanish scholars, Royo hypothesizes that the dependence of the main labor union, the UGT, on the Socialist Workers Party led the party to default repeatedly on promises made to the union. He attempts to demonstrate that the autonomy or lack thereof of labor unions is an important if neglected part of institutional studies.
