In "Pipe Dream", Police Advisory Commission Chairman Johnny Podres is faced with that question. His decision - the wrong decision-costs him his life. If his killer isn't found quickly, the case could escalate into the biggest scandal in Philadelphia history, because the very police commanders who are responsible for finding Podres' killers are the leading suspects in his murder.

And so, in North Philadelphia, where crackhouses and prostitution form the underbelly of the city, the hunt is on for the killers. Detective Jorge Ramirez, at the direction of his superiors, has zeroed in on four drug addicts as the prime suspects. But everything is not what it seems. And the suspects aren't as easy to capture as the police had hoped.

"Pipe Dream" winds through the streets of Philadelphia with Black, Leroy, Pookie and Clarisse as they struggle to escape, not only from the police, but from the addictions that have all but swallowed them whole.
